In Assam, the concept of electricity franchisee had been implemented at the level of distribution transformers. The main aim of this Scheme is to give a better and reliable service to the rural domestic consumer, reduction of losses, prevention of pilferage, and proper billing and revenue collection. The agencies prepare and serve bills to consumers as per companies prevailing tariff approved by the regulatory commission. Transformers up to 250 KV with minimum 80% of connected load in domestic category only are covered under the scheme. |

The franchisee agency can be user's association, NGO, a village body ( Panchayat, Gramin Cooperatives) or an individual and they receive 15% commission. They engage personnel having L.T License for attending fuse calls, ensure minimum maintenance of the LT lines and effect disconnection & reconnection. In LAEDCL 268 no's of distribution transformer were handed over to 61 nos. of franchisee till 31st March 2006 |
